That kind of "proof" is impossible. Even if the emperor wrote it down and signed it, as to his motives behind any decision, we could claim what he wrote was a lie. Starhemberg's statement is in the record and Solomon quoted it. Accept it or reject it, that's fine. Providing incontrovertible proof that Starhemberg knew with absolute certainty what Joseph was thinking is impossible.
